Under the new provisions, the RTE quota will be implemented in 50 rural habitations and 46 urban colonies or wards that solely have private schools.

The Director of School Education in Telangana has introduced new guidelines that will restrict the broad application of Section 12(1)(C) of the Right to Education (RTE) Act. This specific provision mandates that private unaided non-minority schools reserve 25% of their entry-level seats for children from disadvantaged groups (DG) and economically weaker sections (EWS). However, it will now only be enforced in specific areas lacking a government or local body school within a one-kilometer radius.

Under these revised guidelines, the RTE quota will be implemented in 50 rural habitations and 46 urban colonies or wards where only private schools are accessible. This implementation hinges on the availability and capacity of government schools; thus, admissions to private schools under this provision will only be granted if nearby government schools are either unavailable or lack vacant seats for eligible children.

An anonymous official clarified that this adjustment reinforces the idea that private school admissions under Section 12(1)(C) are supplementary to government schooling, not a replacement. The enforcement of these new modalities is likely to begin next academic year, as most schools have already finalized admissions for the current session.

In June, the Education department mandated the establishment of primary schools in 212 rural habitations and 359 urban colonies. Furthermore, there's a proposal to form a committee to determine per-child expenditure and transport allowances for areas where neither government nor private schools are within the one-kilometer neighborhood limit. Plans are also underway for a separate committee, in line with Rule 10(3) of the RTE Rules, 2010. Among the identified habitations, approximately 28 rural and 33 urban areas have already been shortlisted for initial implementation.
