The Decentralized counseling provides an opportunity for qualified candidates to secure admissions into vacant seats across state government, government-aided, and private institutions for undergraduate Engineering, Technology, Architecture, and Pharmacy programs. Having wrapped up centralized WBJEE 2026 counseling for BTech, BArch, and BPharm courses, WBJEEB now runs a unified decentralized drive to fill all institute-notified openings.

The West Bengal Joint Entrance Examinations Board has changed its rules and will now allow students who already took admission through the central counselling process to join the WBJEE-2026 decentralized counselling.

Key Rules & Process Breakdown for WBJEE 2026 Decentralized Counselling

Here is an overview of the essential rules, eligibility criteria, and process requirements for participating WBJEE-2026 decentralized candidates:

Step / RuleDetails & Requirements
Eligibility

Open to candidates holding:

a valid WBJEE-2026 Rank,

JEE (Main)-2026 Rank, or qualifying 10+2 marks (HMR).

Registration & FeesFresh registration is permitted at every phase via www.wbjeeb.nic.in / www.wbjeeb.in. Fee: ₹250 (non-refundable).
Choice Filling & LockingChoices are treated as an unordered set (no ranking or priority among selections). If not manually locked before the deadline, the system auto-locks the last saved choices.
Allotment & ConfirmationCandidates may receive multiple seat options across institutes/courses. However, candidates can confirm and lock only ONE seat. Confirming a seat releases all other held options back to the vacancy pool.
Seat Acceptance Fee₹2,000 (payable online to download the Provisional Admission Receipt).
Document VerificationMandatory physical reporting at the allotted institute. Failure to report leads to seat cancellation. Institutes verify originals; they cannot edit Date of Birth or academic marks on the portal.
Exit RulesDebarment from further rounds occurs if a candidate receives options for all locked choices but fails to select/confirm one, or locks a seat/pays the fee but misses physical reporting.

Mandatory Documents for Physical Verification

Candidates must present original documents along with one set of self-attested photocopies:

  1. Class 10 Admit Card / Birth Certificate (For DOB verification only; used as a tie-breaker).
  2. Class 10 and Class 12 Mark Sheets (Subject-wise marks & English proficiency).
  3. WB Domicile Certificate (As per WBJEE-2026 Information Bulletin clauses 3.4.1 / 3.4.2).
  4. Category Certificate (SC / ST / OBC / EWS) (OBC applicants must submit a valid Non-Creamy Layer [NCL] certificate as per state notifications).
  5. PwD Certificate (If applicable, as per state guidelines).
  6. OCI Certificate (For Overseas Citizens of India).

WBJEE 2026: Seat Withdrawal and Refund Rules for Decentralized Counselling

If a candidate decides to exit the WBJEE 2026 decentralized counselling process after securing a seat, they can do so easily by following the withdrawal guidelines.

To leave the process, you must surrender your allotted seat during the designated exit window. Once you successfully submit your withdrawal, your full Seat Acceptance Fee will be refunded directly to your bank account within 60 to 90 days after all counselling rounds conclude. Please note that withdrawing is a final decision—once completed, you forfeit your current seat and will not be eligible to participate in any remaining or future rounds.

How Many Empty Seats are There in Jadavpur and Calcutta University This Year?

Unusually high vacancy rates have been reported this year by top institutions, including Jadavpur University (JU) and Calcutta University (CU). A total of 378 out of 1,190 engineering seats remain unfilled at JU which is a notable jump from the usual 150 to 180 vacant seats in previous years. Top streams at JU still have openings, including 20 vacant seats in Computer Science and Engineering and approximately 50 in Electrical Engineering.

Calcutta University is facing a similar trend, with 168 seats remaining vacant following the third round of centralized counseling. This marks a massive increase compared to CU's typical post-counseling vacancy figure of 20 to 30 seats.
