The Bar Council of India has issued new, detailed guidelines to support blind and low-vision candidates appearing for AIBE 20 exam 2025 on November 30, 2025. These rules aim to ensure fair access to the legal profession by offering essential assistance such as the use of scribes and exemptions from select exam sections. With this directive, the BCI reinforces its commitment to creating an inclusive examination process where every candidate can participate with dignity and equal opportunity.

The new rules also aim to raise the enrollment of differently abled candidates in AIBE. The notice gives clear support to candidates with visual impairments, including a full exemption from the Hindi language paper for those who qualify. To receive these benefits, you must submit a valid medical certificate from a government-approved ophthalmologist. The document must confirm at least 40% visual impairment under the Rights of Persons with Disabilities Act, 2016.

AIBE notice states that you can check the computer system and install NVDA one day before the exam to avoid any issues. You may take the test on your own with assistive software or choose a scribe as allowed under the rules of the Ministry of Social Justice and Empowerment. Extra time will also be given. You will receive 20 minutes per hour, adding up to one full hour for the 3-hour exam. The medical certificate must clearly show the level of vision loss and list the aids or support your needs.

AIBE XX 2025: Facilitation for Blind and Low-Vision Candidates

To ensure smooth participation for blind and low-vision candidates in AIBE XX, BCI has announced the following measures:

  • Candidates with 40% or more visual disability can use screen reader software during the exam.
  • Both JAWS and NVDA software will be available, giving you a choice.
  • A well-functioning computer or laptop with Windows 8.1 or later will be provided.
  • You may bring NVDA installation files, Bare Acts, and an accessible soft copy of the question paper on a pen drive.
  • You can inspect the system and install NVDA a day before the exam.
  • You can attempt the exam independently or use a scribe as per your preference.
  • Scribes must follow Ministry of Social Justice and Empowerment guidelines and be arranged by you. Preferably, the scribe should be a class 10 or 12 student from a non-humanities stream.
  • Blind and low-vision candidates will get 20 extra minutes per hour, which means one additional hour for the 3-hour exam.
