The Complete List of MHRD Scholarships
Below is the list of scholarships offered and handled by MHRD.
1. Central Sector Scheme of Scholarship for College and University Students
Scholarship Type: National Level
Eligibility Criteria:
- Students must be studying regular course recognized by AICTE.
- They must have obtained 80% or above score in the relevant stream in their class 12 or equivalent.
- The annual family income must not exceed INR 4.5 lakh.
- The candidate must not be receiving any other scholarship.
Application Process: Apply online through the National Scholarship Portal (NSP).
Selection Process:
- Candidate will be selected based on their merits according to the per state- allocated quota.
- There will be a two-step verification
Rewards:
- For undergraduate students, the amount will be INR 10,000 per annum.
- In the postgraduate level the amount will be INR 20,000 per annum.
- Students pursuing a five-year professional program, the amount will be INR 20,000 per annum in their fourth and fifth semester.
2. Prime Minister Special Scholarship Scheme (PMSSS) for Jammu Kashmir and Ladakh
Scholarship Type: National Level
Application Period: Between March and May (Tentative)
Eligibility Criteria:
- This is provided to the students domiciled in Jammu and Kashmir and Ladakh.
- Applicants must have completed class 12th or 10+3 diploma from J&K state polytechnic schools/institutions, CBSE or J&K board located in Jammu & Kashmir and Ladakh.
- Students who want to study in abroad can apply.
- The annual family income must not exceed INR 8 Lakh.
Application Process: Apply online through PMSSS J&K Scholarship Portal.
Selection Process: The selection process will be based on the merits of the students.
Rewards:
- Academic fees of up to INR 30,000 per annum will be paid to the college.
- Maintenance charges of INR 1,00,000 will be provided in two equal instalments.
3. National Scheme of Incentive to Girls for Secondary Education (NSIGSE)
Scholarship Type: National Level
Application Period: Between August and October (Tentative)
Eligibility Criteria:
- This scholarship is offered to female students from SC/ST group and from class 9.
- Candidates have to pass class 8 from Kasturba Gandhi Balika Vidyalayas and must be studying in class 9.
- This scholarship is offered to only unmarried girls under 16 years old.
Application Process: Apply online through NSP or offline through respective District Education Officers
Selection Process: All eligible female students can apply for this scheme.
Rewards: A term deposit or a fixed deposit of INR 3000 will be deposited in a public sector bank or post office, in the name of each eligible female candidate.
4. National Means Cum Merit Scholarship
Scholarship Type: National Level
Application Period: Between July and October (Tentative)
Eligibility Criteria:
- Applicant must be studying in class 9 in local body, Government-aided or Government schools.
- Students must have minimum 55% marks in class 9 and 10.
- The annual family income must not exceed INR 3.5 lakh. There is a 5% relaxation for the SC/ST students.
Application Process: Apply online through the National Scholarship Portal (NSP).
Selection Process:
The selection of the applicants will be through Scholastic Ability Test (SAT) and Mental Ability Test (MAT) conducted by each state.
Rewards: A total amount of 1 lakh scholarships will be provided. The selected candidate will receive INR 12,000 per annum (They will get INR 1,000 per month).
5. Prime Minister’s Research Fellowship (PMRF)
Scholarship Type: National Level
Application Period: Between March and April (Tentative)
Eligibility Criteria:
To be eligible for this grant, candidates have to fulfill the below criteria.
For Direct Entry Channel: Students must be studying in the final year of 4 or 5 year undergraduate or 5-year integrated M. Tech or 5-year undergraduate-postgraduate dual degree, 5-year integrated M.Sc. or 2-year M. Sc courses in Science and Technology streams from IISc/IITs/IIEST NITs/IISERs.
Students who have qualified GATE and studying M. Tech./MS through research at one of the PMRF offering colleges, with a minimum CPI or CGPA of 8.0 at the end of the semester with at least 4 courses.
For Lateral Entry Channel: Students must be studying PhD in a PMRF granting colleges and must have completed 12 months in the PhD course, or they are completing 24 months in the PhD program. Applicants must have completed 4 courses in the PhD program. Candidates must have obtained CGPA of 8.5 or higher.
Application Process: Apply online through PMRF online application portal.
Selection Process:
The selection process consists two steps-
- Shortlisting of applications by reviewers.
- The performance of the candidates in the written exam or the interview at the nodal institution.
Rewards:
- INR 70,000 per month for the first and second years of study.
- INR 75,000 per month for the third year of study.
- INR 80,000 per month for the fourth and fifth years of study.
- Additional research amount of INR 2 Lakh per annum for 5 years.
6. AICTE Pragati Scholarship for Girls
Scholarship Type: National Level
Application Period: Between August and October (Tentative)
Eligibility Criteria:
- This grant is offered to the girl students with the first- or second-year diploma or degree at an AICTE approved college.
- The annual family income must not exceed INR 8 lakh.
- The grant is offered up to two female students of a family.
Application Process: Apply online through the official website of AICTE Pragati Saksham
Selection Process: The selection will be based on the merit of the students obtained in the qualifying exam.
Rewards: An amount of INR 50,000 per annum provided to cover the fees of software, equipment, books, stationeries, purchase of computers, and tuition fees.
7. AICTE-Saksham Scholarship Scheme
Scholarship Type: National Level
Application Period: Between August and October (Tentative)
Eligibility Criteria:
- This is offered to the differently abled students with disability percentage not less than 40% and must have been studying in the first year of technical courses from an AICTE approved college.
- The annual family income must not exceed INR 8 lakh.

Selection Process: The selection will be based on the merit of the students.
Rewards: An amount of INR 50,000 per annum provided to cover the fees of software, equipment, books, stationeries, purchase of computers, and tuition fees.

8. South Korean Government Scholarships
Scholarship Type: External
Application Period: Between February and March (Tentative)
Eligibility Criteria:
- Candidates must be Indian citizens.
- They must not be living in Korea or with a dual citizenship.
- The maximum age should be 25 years for the undergraduate level programs, and the for the postgraduate level the age can be 40 years.
- Students must have obtained 80% or more in the last qualifying test.
- Applicant must have a good mental and physical condition.
Application Process: Apply online through the Sakshat Portal of MHRD
Selection Process: The candidates will be selected by the Selection Committee through interview based on their merit.
Rewards:
- Fully-funded scholarship (up to KRW (South Korean Won) 5,000,000 per semester)
- Airfare expenses of grantees
- Resettlement Allowance (up to KRW 20,000)
- Monthly living allowances of KRW 350,000
- Medical Insurance (free National Health Insurance)
- KRW 100,000 award to be provided to students after completing their degree
9. Japanese Government (MEXT) Scholarships
Scholarship Type: External
Application Period: Between February and March (Tentative)
Eligibility Criteria:
- Candidates must be Indian citizens.
- Applicants must have born on or after 1999, 2nd
- Students must have completed 12 years of schooling in India. Also, they must want to learn Japanese.
- Applicants have to offer their health certificate
- Candidates have to visit the Japan between 1st April 2024 to 7th April 2024
- It’s important to note- Candidates will get preference if they are proficient in Japanese.
- Candidates who meet the above rules by March 2024 can apply.
- Students who are military civilian employees or military personnel at the time of their visit to Japan or during the scholarship payment are not eligible for this scheme.
- Students who received MEXT scholarships cannot apply.
- Students who fail to arrive in Japan by the last date of joining the host college will not be eligible.
- Candidates who already have a Japan student visa and studying in a college they cannot apply.
- Students who have applied for scholarships from any other college in Japan cannot apply.
Application Process: Apply offline through the Embassy of Japan in India
Selection Process: The selection will be conducted by the Japanese diplomatic missions through reviewing the applications, written exam and interviews.
Rewards:
- Allowance – Selected candidates will get 11,7000 yen (approximately INR 71,200) per month. Additionally, they will receive a supplemental regional allowance up to 3,000-yen per.
- Education Fee – All the fees of entrance test, matriculation, and tuition at colleges of technology will be covered by the Government of Japan (MEXT).
- Travel Expenses – Transportation to Japan will be covered by the Government of Japan (MEXT).
10. Italian Government Scholarships
Scholarship Type: External
Application Period: Between March and April (Tentative)
Eligibility Criteria:
- This is offered to the students of master’s degree, PhD, Research and Italian language & culture programs.
- For the postgraduation level study, applicants have graduated from India and must below 28 years.
- For PhD, candidates must meet the entry and qualification requirements of the Italian University with a letter of acceptance from the college, and their age should not exceed 30 years.
- For the research level, students must be below 40 years old, and submit their research project with an admission letter.
- For Italian language and culture courses, applicants have to provide their Italian language certificate.
Application Process: Apply online through the Sakshat Portal of MHRD.
Selection Process: The first selection process will be conducted by MHRD and the final round will be organized by the Italian Government.
Rewards:
- 100% tuition fee will be covered under this scholarship.
- Additionally, an annual allowance of EUR 11000 will be provided.
11. Mexican Government Scholarships
Scholarship Type: External
Application Period: Between April and May (Tentative)
Eligibility Criteria:
- The scholarship is rewarded based on the academic performances of the students
- Applicants must apply in one of the eligible colleges.
- Candidates must not be living in Mexico during the application time.
- The courses eligible for the grant must be related to the academic achievements or previous job history.
- Furthermore, students can select the area of study that can contribute to the development of India.
- The course should be attached to approved or specific current projects that can impact in the development of India.
- All documents must be in Spanish or translated into Spanish.
Application Process: Apply offline through MHRD or online through the Mexican government’s official website.
Selection Process: The first level of selection will be conducted by MHRD and the final selection will be organized by the Mexican Government.
Rewards: The monthly amount is $11,700.36 for Bachelor’s and Master’s degrees, and $14,625 is offered to PhD students. This covers the full tuition fees, local transportation costs, visa issuance fee, air transportation costs, health medical coverage, etc.
12. Israel Government Scholarships
Scholarship Type: External
Application Period: Between October and November (Tentative)
Eligibility Criteria:
- Students with an acceptance letter from an Israeli University or Supervisor are eligible to apply.
- The candidates must have a master’s degree in the field of Business Management, Mass Communication, Biotechnology, Environment Studies, Economics, Agriculture, Biology, and Chemistry.
- Students with specializations in Hebrew Language and Literature must be studying in the postgraduate level.
- Candidates must be proficient in English or Hebrew language.

Selection Process: Students will be selected based on their merits.
Rewards:
- The full grant covers the monthly allowance, basic health insurance and the tuition fee for one academic year, which is for 8 months.
- The partial financial aid covers a part of the monthly allowance, basic health insurance and tuition fee.
13. Brazilian Government Scholarships
Scholarship Type: External
Application Period: Between June and August (Tentative)
Eligibility Criteria:
- This is open for the residents of India and the age of the applicant should be between 18 to 25 years.
- The candidate must have completed class 12 test with minimum 60% marks with 60% score in English subject.
- Students currently studying in class 12 have to provide their final marksheet with board certificate at the time of enrolling into a Brazilian University.
- They must be proficient in Portuguese language.
Application Process: Apply offline through the Brazilian Embassy or Consulate
Selection Process: The selection will be based on merit.
Rewards: Full tuition fee waiver.
14. Presidential Scholarships, Sri Lanka
Scholarship Type: External
Application Period: Between August and October (Tentative)
Eligibility Criteria:
- Students studying bachelor’s degree can apply. It does not cover Engineering, Dentistry and Medicine.
- The age of the candidate must be under 25 years.
Application Process: Eligible candidates can apply offline by submitting applications with supporting documents to the Ministry of Human Resource Development (MHRD)
Selection Process: The selection of candidates will be conducted by the Government of Sri Lanka.
Rewards:
- Free Visa for studies.
- Covers tuition and registration fee.
- Settlement allowance of LKR 10,000.
- Monthly living allowance of LKR 30,000.
- Reimbursement of IELTS/TOEFL examination fees.
- Reimbursement of cost of return airfare (economy class) to come to Sri Lanka.
15. Ms. Agatha Harrison Memorial Fellowship
Scholarship Type: External
Application Period: Between January and February (Tentative)
Eligibility Criteria:
- Students with at least 60% marks in PhD degree in a respective field.
- The age of the candidate should be 30 and 40 years old.
- Candidates must have inclination towards academic career in the specializations such as, Economics, Political Science, and History.
- Furthermore, the applicants must have a three years of teaching experience at graduate or postgraduate level after complete PhD program.
Application Process: Apply online through the Sakshat Portal of MHRD.
Selection Process: Only one student can get this fellowship through an interview.
Rewards: Eligible candidates can get GBP 29,944.85 per annum which includes the stipend amount and can cover 6 high table dinners, administration charges, college lunches, and travel allowance.
